Professor at Delft University of Technology (TUDelft), in the ICT section, Department of Systems and Services Engineering, Faculty of Management and Technology Policy. PhD in Systems and Services Engineering, his thesis was on the use of games to influence the attitude of public servants toward the provision of open data. Previously, he served as a professor-researcher at NHL-Stenden (Netherlands), where he integrated the master's program in Serious Gaming as a game evaluation specialist. He is a Federal Public Servant of career Specialist in Public Policies and Government Management, at the Ministry of Management and Innovation, Federal Government of Brazil. He has worked at the Ministry of Labor and Employment (MTE), the Ministry of Social Development and Fight against Hunger (MDS), the Sub-chief of Parliamentary Affairs of the Presidency of the Republic (SUPAR/SEGOV/PR), and the National School of Public Administration - ENAP, where he supported the creation of the innovation laboratory in public management (G.NOVA). He holds a degree in economics (Universidade de São Paulo - USP), a master's degree in sociology (Universidade de Brasília - UnB), and taught political science (Centro Universitário do Distrito Federal - UniDF). He has publications in the areas of Open Government, Open Data, Serious Gaming, Solidarity Economy and social policies.
